Owners’ Engineer Service
Our Owners’ Engineer (OE) Service extends from Financial Investment Decision (FID) through to the project delivery phase. From Contract Award through to close out, our team will support you in all aspects of the responsibilities and objectives of Client-side project delivery.
We will develop a Project Implementation Plan (PIP) to set how the project will be managed through each phase, defining the following aspects:
- Roles and responsibilities
- Reporting
- Communication
- Meetings
- Project Control
- Record keeping
- Health & Safety
- Financial
- Contractual
- Emergency
We will drive the project initiation, including an ‘all hands’ kick off workshop to get the project team aligned and start building relationships from the outset.
We will provide a Project Management Office (PMO) service, managing the flow of information and documentation, maintaining control of programme and financials, managing commercials and stakeholders, and expediting deliverables and tasks as required, managing the project through to completion with regular reporting back to the owner.
The OE team will act as Technical Authority, undertaking Technical Assurance reviews and reporting at key points of project delivery, such as:
- Design Approval
- Manufacturing Approval
- Safety by Design – HAZID & HAZOP
- Civils
- Earthing and Drainage Design
- Primary, Secondary and Communications Design
- FAT tests
- Pre-Site works
- Pre-Commissioning
- Readiness to Energise
- Commissioning and System Test Plans
- Readiness for Operation
We will lead on Grid Code Compliance, ensuring those in the contracting chain understand their timescales and quality standards for their deliverables. We will manage the interface with the system operator and ensure that compliance is achieved on time.
During the site works phase, we will ensure that your contractor’s Site and Safety Management meets the legal and specified standards, through an agreed schedule of monitoring and audit activities.
We will ensure Commissioning is well planned and managed by the contractor whilst we lead on planning and design of the system testing.
Project Augmentation
If full OE is not required, we can augment your project team with resources – injecting expertise where you may have gaps or weaknesses. We can provide resources to support your project with roles such as Programme Manager, Project Director, Project Manager, Software developer, Site Manager, Commissioning Engineer, Commissioning Manager.
